If you hear static over the radio, check to see where you have your USB sound card plug into! Is it next to the USB to DB9 adapter? If so, move the USB sound card to another USB slot.
CASE 1:
static was heard over the radio. Using a mini pc so BOTH USB sound card and USB to db9 was plug into the back of the mini pc. once the USB sound card was moved to the front USB port the static was gone.
